Asec. Luz H. Yringco, the Head of Credit and Financial Services, Banking, Insurance, and Credit Surety Fund Cluster at the Cooperative Development Authority (CDA), was appointed as Board Member III in October 2023. Though new to the CDA, she has long been a passionate advocate for the cooperative movement, having served as General Manager of a cooperative in Leyte, a consultant, mediator, and Vice President for the Visayas under COOP NATCCO Partylist. A nurse by profession and lawyer by training, she brings a unique blend of compassion, legal acumen, and grassroots experience to her work.

Based on PFCCO ML's annual report, she praised the administrative for having effective asset management wherein all the benefits will go mostly into the members of the coop. Although, she is encouraging all the affliates of the PFCCO ML to strengthen their capital in order to pay all the loans accrued by the cooperative. She encoruages everyon to listen and learn about the annual report of the coopearative as it "tells a story" of the cooperative for that year.
